Refrigerators recover and create jobs

A few years ago, the residents of the Juruena, in northern Mato Grosso, suffer with the meager employment alternatives. As is common in smaller cities, the city represents more than half of the spots, and private sector activities are scarce. But the situation began to change recently with the announcement of the lease and reopening of refrigerator in the city by the Frigol.
"The whole town is excited," reports the former Mayor Bernardo Crozetta, today ahead of the Juruena development Secretariat. If all goes as expected in the emission of environmental licenses, the municipality will win around 450 jobs in February, the equivalent of almost 50% of the total slots until then existing town-not to mention indirect jobs.
As well as Juruena, other corners of the Country go through a similar movement. After the turbulence of 2015 and 2016, during which the restriction of oxen and the recession of the economy led to the closure of more than 50 refrigerators and the resignation of 7900 people, the beef industry seems to have gone into new phase , packed by reversing the cycle of livestock and the upturn.
According to data from the Caged (General Register of employed and unemployed) compiled by Value, the balance of jobs in slaughterhouses of cattle in the country was positive in 8700 slots between January and November-December data hasn't been released. This is the best performance since 2012, when refrigerators generated 10200 vacancies. Owner of the largest herd of Brazil, Mato Grosso is leading the movement, followed by Rondônia, Mato Grosso do Sul, Goiás and Stop.
The vacancies created in the past year represent an increase of 7.5% compared with the stock of 113,100 employed in slaughterhouses of cattle in December 2016, according to the data of the RAIS (Annual Social information), the Ministry of labour.
The trend is that the balance of jobs in the sector to grow even more, including units that will be reopened this year by Frigol in by Marfrig Juruena in Pontes e Lacerda and by Frigoestrela in Rondonópolis, both in Mato Grosso. The data must also be added the fridge from Rodopa in Cachoeira Alta (GO), which was leased by the Frigol and returned to work in December, generating 380 vacancies, according to the company's Chairman, Luciano Pascon.
"Our city is very dependent on refrigerator", recognizes the Mayor of Cachoeira Alta, Goiás Kelson Vilarinho (PSD), which has observed a recovery of the municipality of 12000 inhabitants. "The city is bustling. A lot of people came out and improved trade, "adds the Mayor.
The evaluation of other cities heard by Value is similar. "The impact was great because before the city was standing. The trade appeared, "says Pedro Henrique Gomes, Chief of staff of the Mayor of Mirassol D'oeste (MT). Due to the reopening of the Minerva Foods unit, the municipality led the positive balance of industry jobs in 2017. In all, were 857, which represents more than 15% of the formal jobs of Mirassol, which has 26000 inhabitants.
Also in Nova Xavantina, in the northeastern region of Mato Grosso, the resumption of operations of the unit of Marfrig meant a major change to the municipality. "Today, the refrigerator is the largest generator of jobs," says the Mayor João Batista da Silva (PSD). Until mid-year, when the plant was closed, the city was the largest employer, according to Silva. According to the data of the Caged, the balance of jobs in slaughterhouses of cattle of Nova Xavantina was positive in 635 places-19.7% of formal jobs.
In addition to the favorable economic and the highest bidder of oxen, the resurgence of refrigerators reflects the rearrangement caused by snitch Baptist brothers, owners of the JBS. Over the last year, the company delivered three refrigerators in Mato Grosso that were rented and closed a few years ago. Among the plants were the Juruena and Pontes e Lacerda-will now be reopened.
"With this output of the JBS, you bring a new scenario to these regions," says the researcher at Cepea (Center for advanced studies in applied economics), linked to the school of Agriculture Luiz de Queiroz (Esalq/USP), Thiago Bernardino de Carvalho. For him, the concentration of the sector restricted the alternatives to ranchers in the country.
In Mato Grosso, JBS had more than 50% of the slaughter capacity-including open and closed units, according to the final report of the CPI (Investigation Committee) of refrigerators of the Legislative Assembly of Mato Grosso, completed in 2017.
As the researcher at the Federal University of Mato Grosso (UMFT), Ernani Pinto de Souza, the increased competition in the sector is positive, but it requires competence of new entrants. "JBS is trying to regain credibility," he says.
