Government defers the tax readjustment to 2015

Even with the ailing box, the Government gave up on increase this year the tax burden for the sector of cold drinks, including water, beers, soft drinks and isotonic drinks. The readjustment was scheduled for this month in the election period.
Yesterday, the Finance Minister, Guido Mantega, met with representatives of the sector and stated that there will be no more readjustments this year. According to the Ministry of finance, will be created a working group to discuss a new taxation model for the sector.

To representatives of the industries, the delay in the revision of tax calculation methodology is worrisome because if it is not set in this year, may be borne by the next Government and demand new renegotiations of the sector with the future Government.
Currently, there is a price list that serves as the basis of calculation for the incidence of federal taxes, such as tax on industrialized products (IPI) and PIS/Cofins. This table would be readjusted earlier this year, guaranteeing an additional fundraiser of r $ 1.5 billion in 2014.
To avoid that the increase would be passed on to the prices of the products during the World Cup, however, the Government postponed the review of table for September, which will no longer occur. In August, the Minister Mantega went so far as to say that the Government had not given up the increase this year. Been denied by the President and candidate for re-election, Dilma Rousseff, on the same day, when she stated that there was no interest to increase the tax on beverages "in the near future".
"In our sector, the consumer can't handle more price increase," said the President of the Brazilian Association of bars and Restaurants (Abrasel), Paul Solmucci Jr. According to Solmucci, "the maintenance of jobs is a basic premise" to keep the table without readjustments and the issue was discussed with the Minister during the meeting.
The industry has complained that the lack of predictability of table adjustments affect the price formation and planning of companies and advocates the creation of a rule of automatic adjustment. The Government, however, has reservations to a rate set by fear greater economic indexing.
There are also divergences between the larger enterprises and small and medium-sized manufacturers. The little ones prefer a taxation "ad valorem", in which the tribute focuses on a predetermined basis value, while the little ones prefer the collection "ad rem", levied on quantities sold.
