Prohibition of sale of car with fossil fuel advances in Senate

BRASILIA-the Economic Affairs Commission (CAE) approved on Tuesday, 16, a bill that prohibits, from the year 2060, the sale of new vehicles powered by fossil fuels. The measure establishes, however, that this change must happen gradually from as early as 2030. The proposal has terminativo character and follow now to the Commission of Environment (CMA) of the Senate. If there is no recourse for that matter is appreciated in the Plenary, the text will go straight to the House of representatives. Authored by Senator Telmario Mota (PTB-RR), PLS 454/2017 was approved with a favourable report by the rapporteur, Cristovam Buarque (PPS-DF), which did not change the original text. The project foresees a staggering in these changes: from 2030, 90% of the vehicles sold will be able to use fossil fuels, such as gasoline, diesel oil and natural gas. The percentage to 70% in 2040 and to only 10% in 2050. Ten years later, the ban will be total. The fence does not apply to vehicles powered exclusively by biofuels. The objective of the proposal is to reduce the consumption of this type of fuel and, consequently, the emission of air pollutants. The text changes, including the law of 1993 8,723, dealing with the reduction of pollutant emissions by motor vehicles. Senator Telmario Mota justifies the national fleet of vehicles increased from 32 million in 2001 to 93 million in 2016 and it is necessary to stimulate use of electric vehicles or that use biofuels. The Congressman also recalled that the deadline for the substitution of petrol and diesel is shorter in Europe. According to him, France and the United Kingdom, for example, announced the end of the sale of diesel and petrol cars from 2040; in Norway, the forecast is 2025. In your report, Joseph informs you that data from Fundação Getúlio Vargas (FGV) show that the transport sector is responsible for 15% of greenhouse gas emissions in the world. For the rapporteur, Brazil needs to speed up production of electric cars "not only to induce further development of brazilian industry, but also to support the sustainability of the environment".
