Covid-19: Ibaneis decrees state of public calamity in the Federal District

The governor of the Federal District, Ibaneis Rocha, decreed on the morning of Monday (29/06), state of public calamity, due to the pandemic caused by the new coronavirus.
So far, Covid-19 has killed 501 people in the Federal District, according to the epidemiological bulletin released by the local Health Department, on the night of Sunday (28/06).
In practice, the document is a request for help for inputs and resources of the Union, due to the pandemic of SARS-Cov-2. Now, the Federal Government can request funds from the Federal Government's National Fund for Public Disasters, Protection and Civil Defense.
On February 29, the Federal District Government (GDF) had declared a state of emergency, also due to the global epidemic. The manifestation is a standard procedure for recognizing Covid-19 and has been adopted in other states. At the time, the Ministry of Health also declared an emergency throughout the country. The measure facilitates the application of resources, enabling purchases and contracting of companies without bidding.
"This decree today is for the purpose of receiving extraordinary credit by the Ministry of Regional Development. The previous one was only for the purposes of the Fiscal Responsibility Law", explains the legal advisor of the governorship, Rodrigo Becker.
Now, with the ongoing public calamity, the Federal District has access to federal government funds through the Ministry of Development. The local executive is also free to meet the goals of the Fiscal Responsibility Law (LRF) established for 2020, thus managing to redirect investments in preventive actions and the treatment of patients diagnosed with coronavirus in the capital of the Republic.
Valid for 180 days, the state of public calamity is one level above the emergency situation, previously decreed by the governor of the Federal District. The measure is taken when both the population and public accounts are at high risk.
When the calamity is declared, federal government transfers can be used in other areas, not just health. "We work for the current confrontation, but also to keep the finances balanced, so that they allow better conditions of growth for when we get out of the crisis", explains the Secretary of Economy of the Federal District, André Clemente.
Twelve deaths were recorded in the Federal District in the last 24 hours, according to the Health Department. The most recent victims were residents of Ceilândia, Taguatinga, Samambaia, Gama, Guará, Sobradinho, Brazlândia, Itapoã and Fercal.
With 2,139 new positive diagnoses, the total number of people infected with the new coronavirus in the nation's capital reached 44,950 on Sunday (28/06). In all, 30,070 patients recovered from Covid-19.
